Procurement Learning and Development Panel (QGP002-2018)

The Office of the Chief Advisor – Procurement, The Department of Housing and Public Works has implemented a Standing Offer Arrangement (SOA) QGP002-2018 for the provision of Procurement Learning and Development Services.

Who can use the SOA?

The SOA is available to Queensland Government budget-sector departments and agencies. The following eligible customers may use this arrangement:Queensland Government

  • Queensland budget sector agencies
  • Queensland Government bodies (including Government-owned corps, statutory authorities, commissions and boards)
  • non-government organisations approved by the Queensland Government
  • universities
  • local government authorities
  • Australian federal, state or territory governments
  • Any other entities approved by the Principal

All eligible customers who are not Queensland budget sector agencies are required to complete a Deed of Confidentiality to access the SOA. For more information contact the service team from the office of the Chief Advisor on 07 3215 3504 or email skills2procure@hpw.qld.gov.au

How do I access the SOA?

Buyers are advised to adhere to their local Agency Procurement Guidelines. However, prior to engaging a supplier you will need to:

  1. prepare a scope for the services required
  2. review this Buyer’s Guide (also on the Queensland Contracts Directory) to identify the supplier/s who are approved to deliver services for each of the respective five service delivery groups
  3. select the one/s that can meet your specific business need
  4. compile the ‘request a quote’ form and submit to the identified suppliers – (see attachment on the Queensland Contracts Directory – just search for the QGP002-2018 Arrangement)
  5. evaluate the quotes provided by these suppliers

Location and Travel Costs

This SOA covers services delivered across the state of Queensland. Services delivered within the following metropolitan districts are not subject to travel expenses:

  • Brisbane
  • Gold Coast
  • Sunshine Coast

Any travel for Services outside the above locations will be agreed with the Customer in writing prior to delivering services. On occasions where travel costs are to be incurred by the Supplier in providing the Services to eligible Customers, then this travel must comply with the Queensland Government’s Travel Policy. Travel expenses incurred in providing the Services must have prior written approval from the relevant Customer’s Primary Account Manager. Any claim for refund of:

  • travel costs are to be fully substantiated by copies of invoices for travel, accommodation and incidentals.
  • Claims for reimbursable travel expenses will only be paid to the Supplier and will not be paid directly to any personnel or sub-contractor.
  • No fees will be paid, or costs reimbursed to the Supplier under this SOA and/or any Contract except as expressly provided for in the relevant Ord

Technical Skills training
This option is a double qualification program that, upon successful completion, will award you with the Graduate Certificate in Strategic Procurement (PSP80116) and Diploma of Leadership and Management (BSB51915). This program will focus on changing the organisation’s ability to implement Strategic Procurement while you lead and manage your people/team through this organisational change. This program will use a holistic approach to complete the requirements and it will provide you with the skills to implement and lead strategic procurement in both public and private organisations.

This two-day course is aimed at people that are responsible for procuring goods and/or services from suppliers/vendors.  This is an introductory course into government procurement with information that are essential to procurement officers and those responsible for authorising and making purchases.

This intensive, practical workshop will teach you to plan and conduct a tender process that complies with legal requirements and government and organisational policy guidelines for the tender process. You will have the opportunity to practice tender evaluation techniques using your organisation’s policy framework during this workshop to demonstrate how it can be applied to your organisation. This workshop can be adapted to provide a one day legal and policy overview.

This practical workshop will assist you to manage your contracts and to gain an understanding of legal issues that applies to contracts, government and organisational policy that relates to contract management. It will also provide practical tips on getting the best from your contractors and you will have the opportunity to practise a range of contract management techniques, including preparing a contract management plan, negotiating with contractors and performance management.

Soft skills training
This highly practical workshop will teach the skills and techniques to develop and document a comprehensive and robust business case. It will identify the important aspects of a business case, understand the limitations and options available, determine the critical success factors, and be able to assess and manage risks associated with the business case.

This practical workshop will assist you to develop and apply a risk management plan. Using a methodology based on AS/NZS 4360 Risk Management and your organisation’s risk guidelines, you will learn to identify, assess, evaluate, and treat risks from your working environment. This program can be tailored to suit specific projects, procurement processes, OH&S and many other common workplace activities.

This Project Management Fundamentals course is an excellent introduction to project management. It covers the project life cycle, from start through to completion. Key concepts and terminology are emphasised throughout the course.

This practical workshop will focus on how Effective change management is a key element in successfully achieving the strategic goals of a workplace. Change management is a critical part of any project that leads, manages, and enables people to accept new processes, technologies, systems, structures, and values. It is the set of activities that helps people transition from their present way of working to the [new] desired way of working.

This one-day course is designed as an introduction to communication with stakeholders and understanding how to negotiate effectively to get what you want.

It will investigate the various stakeholder engagement strategies and how to effectively use them in the workplace through the different negotiation styles and will show how conflicts can be effectively managed by negotiating with stakeholders.

This intensive hands-on workshop contains a range of valuable information and practical tips aimed at enhancing the content and presentation of your written work. The workshop will cover some of the fundamentals of effective business writing, including:

– a review of punctuation including the correct use of commas and apostrophes;
– the fundamentals of business correspondence with a focus on presentation and layout of letters and memos; and
– common pitfalls and mistakes.
